So this DVD is very likely a bootleg ("MEPG 2", the Taiwanese e-mail addresses). Moreover, its quality isn't great; clearly inferior to a Japanese source. I'm quite certain that Markgraf's release of the show (with crabstick hardsubs) is a badly done encode of this release.
That being said, this is probably the best source for a number of episodes for the show. As you may know, [/m/subs](https://msubsreleases.wordpress.com/2021/05/18/metal-armor-dragonar-episode-48-victory-hymn-of-space/)' properly subbed version of the show is based on the Italian PAL DVD at 25fps, and with a few other defects (most notably the audio). The only other sources besides that full Italian DVD are [Markgraf's release](https://nyaa.iss.one/view/852857), another [DivX-encoded RAW batch](https://nyaa.iss.one/view/902616) that also seems to be based on this DVD (also terrible, but somewhat cropped), an ancient [LD-rip](https://nyaa.iss.one/view/194823) that GARLock used when subtitling the first 9 episodes, and the elusive mixed [R2J DVDRemux / DVDRip](https://nyaa.iss.one/view/673804) torrent that hasn't been seeded since 2017 - meaning episodes 22-48 of that release are essentially unavailable.

The DVDRemux is definitely the best quality version (despite combing artifacts), followed by the R2J DVD Rip. Then come the PAL DVD and then this Bootleg. Most importantly though, the Bootleg is a lot better than Markgraf, the DivX (which is about on par) or the LD-rip. So should one want to make a full "proper" NTSC version, this is currently the best option for episodes 22-48. Of course you'll need to retime the subtitles. As I've said in [my own release for 01-09](https://nyaa.iss.one/view/1389307), retiming probably isn't worth it until we get a BD (at which point /m/subs will probably tackle it again) or full R2J ISOs, but at least this DVD is a workable source.
