This very obscure dub is different from and not to be confused with the more well known South Korean English dub that was made to teach English, although it's purpose is also to be an English teaching tool. It's dated 2001 (predating the Vitello dub, making it the earliest known English dub of Shin Chan) and was only available through a monthly subscription known as "TV Ani•Pops English 21", from a company called Gloman Co., Ltd. (글로만).
It was offered with VCD and VHS options (which this is a collection of the first 12 volumes in the latter format, so keep that in mind) and at least 24 volumes are known to exist, each with one episode of the show. Although it has one episode it plays twice, the first time with Korean subs and the second with English subs.
The service was only available until sometime in 2003, likely due to being a failure.
In terms of the dub itself, the characters often speak unnaturally, wording is strange at times (eg. "Did you take her for some spooky ghost?" and "Why you can't do this to us?") and for being a teaching tool crude language is surprisingly common like bastard, hell, but is otherwise a straightforward dub. Since it's based on the South Korean dub most of the characters share the same names, except for some like Shiro, who is named the direct translation; White. Some of the episodes also predate their Korean version being released.
Special thanks to my friend Koops for making me aware of a listing for the tapes I archived this from. I used my best option which was a DVD recorder so I encoded it to MP4 from there because the raw rips would have made this 32gb total.
