This is an upscale though but it is looking fine if you complain about this it's not my problem more yours, so if you want to complain about it do it elsewhere.
Also if you are complaining about framerate or blend-frames this is not due to my encoding, its more due to poor upscaling.

We use CRF 18, a high-quality bitrate setting that is a standard recommendation on Doom9 (the expert encoding forum). Rest assured that this video will look perfectly fine even when watched closely on a large screen. CRF 18 avoids pointlessly bloating bitrate for virtually no gain, so you get a great balance of quality and size.
[Audio quality]
This encode uses FLAC, which is lossless but also very large. For virtually the same quality at a much lower filesize, request for a [Small] encode instead on our discord, which uses lossy AAC encoding to strike a better balance. (The video in both encodes is identical.)

it already deinterlaces on its own, that is what handbrake does on its own already, its just the upscaled bdmv that is at fault here.
It got upscaled with 30 fps instead of the normal 24.976 fps.
I’m guessing you tried out tdecimate mode 1 too? If wanting 23.976fps that’s the go to but would need to see if OP and ED are forced hybrid since you mention that it went back to the original fps so you may need to cut those out and encode them separately and append them in mmg with the rest of the show. If you tried hybrid mode then I believe more than likely it'll still maintain 29.97fps as the documentation and "hybrid" are apparent. I hate 29.97 sources myself. I don’t use handbrake but if its got a command line it suppose to overwrite it to what you want unless setting it to hybrid.
Could try also your own downscale with debilinear or debicubic (or other versions of them like DebilinearM) if it uses that and up it with nnedi3 resize16 or the original version of it or something like it to 1080p but I don’t know if this is even 1080p worthy. From other folks that tried this like Final8 (I think he kept it as same fps as you did) and Doki there’s also other things wrong with the source then the fps.
I already planned on getting the original dvd files, manually upscale those or leave them at original size.
Though biggest issue is that it has no variable framerate, it is more that they made 30 fps out of 24 and that is the fucked up part.
I can’t seem to fix the blendframes on the UI of handbrake and CLI interface ATM is a little out of reach as the GUI does not allow CLI commands in it.
The preset feature is more than enough for most encodes and for ease of use it is pretty neat.
UI wise the UI of handbrake is fleshed out pretty wel.
DVD looks better, but still requires manual field-matching. I'm lazy ass and my rip stalled at episode 3.
Not planning to share my efforts (scenefiltering), just informing.
I get that though I think that the dvd will give me a better result or the USA BDMV, it just depends on what works, upscale or not I will decide on the resullts I get.
So far this is the release I could do without hurting the shitty upscale to say so.
I have to say though the bdmv version this way is the best way that is there and the framerate is the issue too the DVD's are not even close to this quality.
So I'll look into it later to fix this a little more.
Sankyuu, also I hope You will do Motto and the ova's one day, so I can replace the RH ones so I can have all nep to love ru series'. (Not that RH has bad rips just he uses or she uses avc and I dislike the way anime looks in that codec).
Tester here, I rechecked audio streams for this anime, it is syncing correctly with the video, and/or any dubbing in this encode should be synced correctly with the video as well.
